How To Tutorial

1. Find a picture that you would like to recreate in a different way and open it onto Adobe Photoshop.  Jump the original layer so you have a back up in case anything happens.
 2.  Go to filter, blur, radial blur.  Select zoom and best then with the blur center, move it to wherever you would like and click OK.
 3. Select all of the people or things you want to emphasize with the QuickSelect tool.  Once you have everything selected you would like, jump it to another layer by pressing command J.
 4. This is what it should look like in your layers panel once you jump the selected items.
5. This is what your original layer and close it off so you aren't able to see it.  After you do all the previous steps, make your selected layer visible again to finish your project.  
This is what your final product should look like; your selected layer  more emphasized than your background layer.
